Turbo Tax can help you complete the form 8962 if this is in response to a letter from the IRS  Be sure to check if the letter references tax year 2017, 2016, or 2015.  If you are still on your original filing, form 8962 will be generated when you enter your 1095-A information into the Health Insurance section.
