turbo tax added a 1099 amount and I'm not self employed. Why?

What kind of 1099?  There are over a dozen kinds.   If you had self-employment income you would get a 1099NEC.  Did you receive a 1099NEC?   Why are you saying TurboTax "added" a 1099?   What do you think TT added?   Where are you seeing it?

It just says 1099 I never submitted info. I went through all the steps and it never asked about 1099. I only noticed once I filed that it was there

Did you print out your return and really look it over?   We cannot guess what you are seeing or where you are seeing it.   Look at your tax return and post back with what line you are seeing something about a 1099 on.   What worksheet?

It is FORM 1040 line 25b

Line 25b is tax withholding usually from a 1099R or 1099G form.  Like from Unemployment or a IRA distribution or pension, etc.
