Try clicking on the TT icon to restart it.
My past experience with Deluxe, Desktop: After initial install and update, TT says "Click OK to Relaunch TT" but then nothing happens. But restarting it from icon has worked for me.

'Restarting it from the icon' is exactly what what I have described...TTax fails to open.
