TTax 2018 Deluxe for Windows asks me to pay for the state download.

I have TTax 2018 for Windows, desktop version, installed by CD. When I try to install the free state version using the Online -> Download State menu entry, it asks me for my credit card. How do I get the free version advertised?

Where did you purchase the CD?  If from a retailer and not from TurboTax then the Deluxe edition can be purchased in two configurations.  One with and one without the state program included in the purchase price.
Look at the box for the CD, does in show Federal + E-File or Federal + State + E-File?

From Amazon. It shows Federal + E-File only so it must be that a free state download is not included with this version. Thanks.
