TT won’t let me efile my Ohio return

Does anyone know why I can’t efile?  I get to the end and I get this message.  If your return has other Ohio withholding but no associated income (usually in the federal section) or. Ohio withholdings entered on a 1099-B (usually with a stock sale) the return is not eligible for efiling. 
I have no 1099-B or stock sale. I have been on the phone with TT and they could not figure it out.  I have been over the w-2’s several times

Was the W-2 uploaded? That sometimes causes issues, in which case you can delete the W-2 and manually type it in.

I have the same situation and cannot find anyone who understands what the issue is nor how to make it so I can

E-file my state return.

Did you have other Ohio withholding other than on documents you already entered?  There is a worksheet titled Schedule of Ohio Withholding that you can review to see if any other Ohio Withholding is shown.  If so, use the magnifying glass to zoom to the data source.

If you're using TurboTax Online, clear your Cache and Cookies first.
