How long does it take to process returns with a injured spouse form

The information I have is from the IRS which provides an estimated time table:  

If you file Form 8379 with your original return, it may take 11 weeks to process an electronically-filed return or 14 weeks if you filed a paper return.

If you file that IS form then why doesn't turbo give a more accurate date. Mine says 3/15 but I didn't get it today.

TT uses the standard 21 day goal that the IRS has.

The IRS has different times a refund is issued so why would they say "21 day standard goal" when this is not accurate
