TT is saying I have reached my limit of 5 submitted for fed taxes. I should have 1 remaining. I did have 1 rejected but that resubmit shouldn't count as new, correct?

Yes, refiling a rejected return doesn't count as one of your five Efiles. Contact TurboTax Support to have them reset this for you.
