Are you referring to Line 38 on the federal tax return Form 1040 for tax year 2022 for an estimated tax penalty?
If so, that has nothing to do with the payment of taxes owed on a federal or state tax return on or before October 16, 2023 if you live in one of the affected counties in California.

You may owe this penalty if:
• Line 37 is at least $1,000 and it is more than 10% of the tax shown on your return, or
• You didn't pay enough estimated tax by any of the due dates. This is true even if you are due a refund.
Do you have a penalty on 1040 line 38? it's not for filing or paying late. The penalty is an "estimated" amount. It's a penalty if you owe too much or for not paying in enough withholding during the year or not paying in evenly.
You might be able to eliminate it or at least reduce it. You can go to Federal Taxes tab or Personal tab, under Other Tax Situations and select Start by the Underpayment Penalties. You will answer a series of questions that may reduce or eliminate the penalty. Or you can elect to have the IRS figure the penalty for you. It's form 2210.
