TT fails to load. Appears to be a NET Framework 4.5.2 issue. Tried multiple times to download fixes. Failed. Help!

I have tried all updates, downloads, etc. Still Fails To Load!!!!

I solved my own dilemma, but don't ask me why! Here's how I did it: After combing through reams of on-line suggestions I followed this one: Start Windows in Selective Startup Mode. It is simple enough for a program/computer novice like myself, and it worked! Once I had installed the TT program, and CONFIRMED it was working, I went back through the steps and reset the system to its "Normal Start" mode. Then, holding my breath, went back to TT, opened it, and it functioned just fine. Go figure...
