I used a desktop TT Premier product which included both Federal and state free e-filing. At one point, the software itself reassured me that I was set up for both "free" services. Yet, in the end, I was disallowed from e-filing unless I paid an additional $25 and tax to e file the state! I spent an entire day trying to get assistance from TT. The specialists were confused. Some reported that a "free state e file was never included." When I insisted that they research this, they admitted that my product did include the e file. In the end, even the so-called top tier people had no solution, albeit admitting that I was correct. During my evening break, I received 3 efforts to supply a discount code, BUT this applied only to the online product-- another evidence of TT well meaning confusion.
Apparently, the same problem has persisted at least since 2021. It concerns me that other TT clients have simply given up, being convinced that they have to pay the additional fee.
Should you experience the same issue, please be ready to document the specific advertising on the product you purchased. Hopefully, my day-long adherence to solving this issue will set some precedence.

In the desktop product, there has always been a $25 fee to efile the state return (actually I think it used to be $20 several years ago.) I have to pay it myself. There is no state efile fee for NY state, and there is no fee to file the state return by mail.
The included state in a desktop product refers to the state program download, but the state efile fee is extra.

Sorry There is a lot of confusion about this. For the Desktop Deluxe and above it's a free download of one state PROGRAM, not a free state efile. You can prepare unlimited federal and unlimited state returns. Some people need to file in more than one state so they have to buy another state program.
You can print and mail the state for free or each state return including the first one is $20 early or 25 to efile. Except New York is free to efile state. Check the box or online description. It should say Federal + Efile + State. Not state efile.
This issue has been researched by several TT specialists who confirmed that my product did include free state e-filing. The exception may be that it was not a purchased product. Thus, the copies of inclusions do not apply. . Again, as my above message conveyed, the software itself “announced” that both e filings were free, It was only at the cusp of e filing that the program required payment
If there is any confusion, it is on the part of TT specialists who are not versed in the range of TT products. A further example is that they tried to remediate the problem by presenting service codes which did not relate to the desktop product.
