Trying to file, states I need to file federal by mail & e-file state. Hit continue, verify my state ID, sign return with AGI & it goes back to the 1st file page. Help!

Filed the last 6 yrs on turbo tax. First time I have had any trouble as this is an easy return. On the File step, everything else done.  I am on the following page:
 
1. Here are your filing choices step.  States that I need to file by mail the federal and can e-file state (AGI is very low).  Hit Continue ->  
2. Verify the state ID, hit Continue ->
3. Sign State Return, hit Continue ->
4. Let's make sure everything is accurate screen, two choices, File by Mail or Fix Federal Return (income is 0, taxes owed and paid 0) so nothing to fix, hit File by Mail ->
5.  Goes back to step 1

What do I do to get out of this loop!?!???

If you file the Federal by mail, you have to file the state by mail also.  I don't know why you are seeing this except that it's for a return that sounds like there's no federal taxable income.  You do, though, have no choice to e-file.  Just choose to file both by mail right off the bat.  If that doesn't work, just choose to print the state for filing.

If you file the Federal by mail, you have to file the state by mail also.  I don't know why you are seeing this except that it's for a return that sounds like there's no federal taxable income.  You do, though, have no choice to e-file.  Just choose to file both by mail right off the bat.  If that doesn't work, just choose to print the state for filing.
