I have downloaded the file but when i try to open it, it tells me to choose the program from the microsoft store and turbotax isnt there.

I'm not a Windows expert but to me that sounds like you have Mode-S on Win 11 which only allows software from the store. To install Turbotax you need to disable Mode-S which I understand to be a permanent change.

To disable S mode in Windows 10/11, go to Settings > System/Update & Security > Activation, find the "Switch to Windows Pro/Home" section, and click "Go to the Store." Select the "Get" button on the "Switch out of S mode" page in the Microsoft Store. This is a free, one-way, irreversible process.
