trouble with filing state taxes

Once taxes are complete, I can not file

What state?   Some states have forms that are not yet finalized and available.  Was there an error message?

Is there any message in the REVIEW tab?

Or it could be this.  Did you already efile the Federal return earlier?  If you efiled the Federal by itself, you cannot efile the state return until the Federal return has been accepted.

There's a possibility that the state won't accept the return until the iRS does. E-filing doesn't officially open until 1/26
