To pay for turbo tax, I selected "pay with federal refund" - want to change to credit card; won't take $40 service fee off in total. Why??

When I revisit how to pay, it allows me to enter my credit card. However, the total amount still shows the $40 fee for paying with federal refund. Why? Help! Thanks!!
