I didn't get a 1099-DIV from Robinhood because in 2017 I only made 61 cents of dividends do I need to report those 61 cents?

This would make no difference in your tax situation. The general rule for IRS purposes is that 50 cents and higher rounds to $1 and even that would not change your tax liability. You can move forward without this.
