There is no way anyone on this site can answer your question. Look at your state return and compare it to last year's state return and see what changed.

If my return is considered incorrect who would be responsible for filing an incorrect tax return?

It depends on why it is incorrect. If it is incorrect because of incorrect data entry by you, then you are responsible. If it is incorrect because there was a problem with the TurboTax program, they would be responsible but their guarantee only covers any penalty or interest resulting from their problem.
