There is no option to enter Form 1099Q into my return. Is that option only available on certain TurboTax programs?

No, it is available in all programs, but it is listed under "Deductions & Credits"

Click Federal, Deductions & Credits, scroll down to "Education" click "Show more" to open

Scroll down to  ESA and 529 qualified tuition programs (Form 1099-Q) and click Start
