The mail I just got says my 1099-G is for tax year 2017. Does that mean this has nothing to do with my 2019 filing?

The mail I just got says my 1099-G is for tax year 2017. Does that mean this has nothing to do with my 2019 filing?
You are likely receiving a 1099-G for a refund of your 2017 state taxes, funds you received in 2018.
This income does need to be reported on your 2018 tax return, which you are completing now, in 2019.
I know it gets confusing.

You are likely receiving a 1099-G for a refund of your 2017 state taxes, funds you received in 2018.
This income does need to be reported on your 2018 tax return, which you are completing now, in 2019.
