The IRS has not withdrawn my 1st installment of the tax bill. Will they take the $$ when I complete the installmet paperwork and schedule of payments?

Perhaps they are behind in their transactions. I dont know if I wait on them to mail me the payment application or for a sudden spontaneous withdraw of the first payment.

It can take several months for IRS to approve or deny an application for an installment agreement.  If you'd like to make payments toward the balance due before the plan is approved (or denied) the easiest way is to use the IRS Direct pay website.
