The IRS has not finished form 8995A so Turbotax won't file my return. But I did not need the form last year and don't need it this year. How can I file without waiting?

Filing before the form is finalized and released is not recommended and you most likely cannot e-file, regardless.

You did not need the form last year because it was not available; 2019 is the first year the form is being used.
