Why do i have to pay for a NY Tax Return when I am already having to pay for TurboTax Deluxe due to having a 1099 form?

The Deluxe Edition is $59.99 for Federal filing and $44.99 for the State filing, so if you need to file both Federal and State taxes, you will have to pay separately for your NY tax return.

I only selected to file the state tax, but it filed both state and federal. I already did the federal on the irs site directly earlier today. Now there is duplicate
