My tax liability is due mainly to the RMD I receive in November. Why do I pay estimated taxes each quarter?

You have the option to change each of the AZ quarterly payments to whatever you like. And yes, you can adjust those payments to match up with your income for Jan-Mar, Apr-May, Jun-Aug & Sep-Dec
