My mother passed away 12-2017 and I'm trying to do her last taxes for 2018, but turbo tax says date passed must be in 2018? Am I not required to file 2018 taxes?

The 2017 Form 1040 was supposed to be her final personal return. If her estate earned income of $600 or more in 2018, the fiduciary - probably you - must file Form 1041. TurboTax Business edition can prepare that form.
