That number looks like you have the Deluxe online edition $39.99 and the state program $36.99 and you requested to have the TurboTax account fees deducted from the federal tax refund which has a service charge of $39.99.

You can remove the Refund Processing Service fee of $39.99 and pay the TurboTax account fees with a credit card.  You can also remove the state program if you do not want to pay $36.99.

See this TurboTax support FAQ for deleting the state tax return - https://ttlc.intuit.com/questions/1900608-how-do-i-delete-my-state-return-in-turbotax-online

To delete everything and start over -

If you have not paid for the online edition you are using, have not filed your tax return or registered the Free edition, then you can clear your return and start over with a lower priced edition.  Click on Tax Tools on the left side of the program screen while working on the 2017 online tax return.  Click on Clear & Start Over.
