What does line 20 mean by payments on Injured Spouse form under part III?

You should include any estimated tax payments you for Tax Year 2018 on line 20 of Form 8379.  You can allocate your joint estimated tax payments however you and your spouse agree.

I'm not sure what tax payments mean. Some say it's anything we have paid out. Or is it our expected refund amount that goes here??

Tax Payments means any money you sent to the IRS directly during the year to cover your tax liability. (This does NOT including withholding from W2s or 1099s)
