We can't tell you if the IRS will keep your spouse's refund since he owes child support. He can contact the Child Support Services Agency to find out if they put an offset on his refund. Refer to the IRS article Topic no. 203, Reduced refund for information,
TurboTax never knows if there is an order for a tax refund to be seized for child support. Your spouse can check that for himself:

States can also seize state refunds for delinquent child support.
If you were legally married at the end of 2024, then your filing choices are to file married filing jointly or married filing separately. If you file a joint return with your spouse you could file as an injured spouse to protect the part of the refund that can be attributed to your own earnings. If you did not work and have any income of your own then injured spouse will not help.
