If I paid $3500 of owed taxes to the IRS this, can I file that on this year's return as an itemized deduction?

No. Unless your state has a deduction for federal taxes paid.

Taxes paid to IRS

Federal taxes paid are never deductible on a federal return. Nor are any penalties or interest paid on overdue federal taxes.
