Taxes on cyber currencies

I have funds at Coinbase. I attempted to withdraw the funds. They will not allow me to withdraw without paying taxes. Is this correct?

You're probably going to have to discuss that with Coinbase. Did you give them a completed W-9?

They have given me nothing. They say they do not collect taxes. They must be sent to the IRS then they will release my funds.
