If you did not file Form 14039, Identity Theft Affidavit, with the IRS and they did not send you a CP01A letter stating that you had an IP-PIN (Identity Protection PIN) then you should leave the IP-PIN space blank.

I never file 14039 I only file w-2.

No, the IRS is not closed. If your return is being rejected, it is not because of the coronavirus. Your return is being rejected for some other reason. Check the error code you receive to find out.
I thought the office is close.

Is asking me for a IP PEN number witch I don't have.
You seem to have been flagged by the IRS for identity theft. No one can retrieve an IP PIN for you. The IRS may still be mailing out some late letters with the IP PIN.
