As far as I know I put down the highest amount of taxes on my w-4 as I could. why does it say I still owe? also I paid a neighbor to watch my children does she need a license and a tax id number

It's possible that there are other circumstances on your return that affected the amount you owed.  Still, it doesn't hurt to confirm with your employer to make sure they are withholding the proper amount.

You can claim what you paid your neighbor, you will just enter her name, social security number, and address.  She doesn't need a license or an EIN (Employer Identification Number).
