Tax Year Prior to 2020: ACT/SAT test proctoring

I proctored the SAT twice this year and the ACT three times. For both, since the income was under $600, I did not receive a 1099-Misc.

Where can I report this income on turbotax IRS freefile?

IRS free file through turbotax.

You cannot use TurboTax free file to report this income. This is considered a schedule C income that can only be reported on a TurboTax self-employed version.
