Do I assume there is something wrong with the software that TurboTax needs to correct?

Use forms view. Go to line 25a. Manually select "no". Turbotax, for some reason, is leaving this line blank.  Resubmit. Worked for me.

This was exactly my problem. I made the changes you recommended on line 25a, and I was successful in resubmitting my return and got accepted by the IRS
