Tax liability on cannabis stock investments

If I had invested in stock for cannabis companies, do I answer Yes to this question regarding surcharges for Medical Cannabis Program Act as well? I hadn't at this point but just wondering what to answer to this question if I had, since it came up in Turbo Tax.
