Here I am on 23 Feb & got a message that forms were ready, but after update program will not clear the stop on filing the WV return.

The Schedule UT form IS available for filing. Also, everything has been completed by the WV State Tax department in regards to granting approval for e-filing personal income tax returns including the Schedule UT. If there is an error remaining, it is on part of your software vendor, Turbo Tax.

I suggest that you do one of the following:

1. contact TurboTax about the error message,
2. continue trying to e-file through Turbo Tax in hopes that their error will soon be resolved,
3. use a different software vendor to e-file your return, or
4. go to our website, https://tax.wv.gov/Individuals/Pages/Individuals.aspx, to obtain and complete the 2018 WV return including schedule UT

Even though TurboTax did not send me a Notification, even though, I Signed Up for TurboTax Forms Notification. After I finally saw updates tonight and added them to TurboTax, I was able to finally finish filling out my WV State Tax Return!!

Sadly the email alerts are slow to come out ... you will probably see them in a day or 2 ... ignore the late notices.
