state tax forms have been e-filed (but currently pending).  do i just send payment voucher back long with a check for taxes due?

we are getting a federal refund for $2039, but we owe state taxes ($332).  on our forms,it stated we're getting the difference of $1707.  So, my question is this:  did turbotax not only e-filed the state forms but the $332 as well?  Yet, the program stated we're received the $2039 refund.  We're confused!

Yes but I would wait until the State tax form is accepted, just to be sure you don't overpay or underpay them.

Once they are accepted, you would just send in the payment voucher along with a check. I would make sure to write your SSN in the memo portion of the check as well, just to be safe.
