Still unable to purchase the state. Thanks for tips though, I tried them all. I have completed Federal and resident state fine, it is not allowing me to purchase for non-resident state.
Was the State Purchase error "Hmm... it looks like we've hit a slight snag" ever resolved?

I'm having this same issue. The popup to allow me to purchase Audit Defense and/or pay the State filing fee gives me the error. I'm unable to purchase live tax assistance either. I'm using the desktop version of Home and Business. My Fed tax was transmitted successfully because it did not need a payment. Why isn't there a conclusion or fix to this thread?

You need to call Customer Service and tell them you have a "block payment issues, possibly due to billing or an invalid license" and the agent should be able to help you. Here is how you reach customer service: Turbo Tax Customer Service
After calling support, this is a way for them to use my credit card on file and pay for the state filing fee. However, since I had already filed the federal return, there was no way to just file the state return. Attempting to file both the fed and state returns at the same time returned a duplicate error. I needed to mail in the state return.
I still don't know why the payment blocking happened in the first place.
