The amount of State Income Tax on Schedule A, Line 5a can be from your W-2's, as you mentioned. It can also come from a Sales Tax Deduction. Check the Tax and Interest Deduction Worksheet to see if you have an amount listed on Line 1g.
If you had any 1099 forms in your return, you may have had State Tax withheld on those distributions also. If you can't resolve the amount, let us know and we'll try to help, although we can't see your return in this forum.
State and local taxes paid are:
-any state withholding from your paychecks, retirement checks, unemployment checks, etc.
-a state tax due you paid last year
-any state estimated tax payments you made during year including an overpayment applied from last year
-any local taxes withheld on your checks like SDI in box 14 or 19 on your W2
