State e-File charge when the state doesn't have tax return

I live in Washington state, where there are no state tax returns. So, when I e-file my federal taxes, it wants to charge me for my state even if we don't have state taxes to file.

TurboTax does offer a state product now for Washington, for taxpayers who choose to use it to file for the Working Families Tax Credit.
