It is what was paid in 2018 on a 2018 return.
So, this is the estimated tax payments made to California for 2018 plus the state income withheld on the W2s? Or is this the line on the 2018 California form 540 which states, "This is your total tax"?
In any case, Turbotax automatically enters this number for you based on what you enter on your W-2s and estimated tax payments section, correct?
Anything you paid in 2018 no matter what year it was for.
State and local taxes paid are:
-any state withholding from your paychecks, retirement checks, unemployment checks, etc.
-a state tax due (for any year) you paid last year
-any state estimated tax payments you made during year including an overpayment applied from last year
-any local taxes withheld on your checks like SDI in box 14 or 19 on your W2
