State Allocation of Wages Not Allowing Correct Amount

The allocation of wages for one state on one of my W-2s is .17%.  There are two methods to allocate part of the total of a W-2 to a state, one is by percentage, but less than 1% is not allowed.  So the entire amount is allocated to the state.  Even if I put in 1% or 2% the entire amount is allocate to the state .

 

If I try to use the number of days method, I cannot get the amount to the correct amount.

 

Is there a way to use  less than 1% or hand enter the amount?  

 

This seems like a bug....

Oh, I already tried using 0% and adding another line with the correct amount, but the original amount won't go away.

MaryBeth at TurboTax was wonderful leading me through different paths on what could have been wrong and it turns one of the W-2s had the MA and NY state wages listed, but the NY state wages were the total of the state wages for both states.  

 

So problem solved - incorrect W-2.
