Box states: Are you submitting any W-2 income? If answer is No, then IRS Ogden will continue to process the return without sending it to their Rejects Department.
On May 08, 2024, I received a letter from IRS Ogden UT, Letter 12C, dated February 28, 2024, #[phone number removed], requesting a W-2 and other Form 1099 information holding up the processing of my refund of $9,510. On May 13, 2024, I faxed my documentation to the Ogden Claims Office explaining that the SSA does not issue W-2’s; they issue SSA 1099’s. (9 page rebuttal)
On July 10, 2024, because of my 2023 Tax Return (TurboTax/Federal Taxes/Wages & Income/Retirement Plans and Social Security/Social Security (SSA-1099) Social Security benefits (Form SSA-1099) Box 6), the IRS Fresno CA, Notice CP13, June 10, 2024, DENIED my request for REFUND and wanted to KEEP my $9,510 Voluntary Withholdings and RECALCULATE my Tax Return showing that I didn’t owe the IRS anything.
On July 19, 2024, I contacted the IRS Disputes Hotline [phone number removed]. They agreed with my dispute and my $9,510 was refunded to me.
On Feb. 21, 2025, I received a letter from IRS Ogden UT, Letter 12C, dated February 13, 2025, again requesting a W-2 and other Form(s) 1099 information holding up the refund of my SSA Voluntary Withholdings. On March 11, 2025, I submitted my rebuttal to IRS Ogden UT attaching both the 2024 Letter 12C and the 2024 CP13. My Voluntary Withholding was quickly refunded to me.
Does every SSA-1099 recipient who doesn’t have any W-2 income receive this treatment?
I realize that this problem will require coordination between Intuit and IRS Ogden UT.

Do you have any other income besides Social Security? If not then it is not taxable income and you don't need to file a return except to get back any withholding which you apparently had. You should change the withholding to zero to avoid this in the future.
How did you file it? Did you mail the return? You can't efile a return with no taxable income. So for the future what you can do is enter $1 of 1099 interest to let you efile.
Wait a minute, sounds like you got the 9,510 refund TWICE? In July 2024 and again in 2025?
If you are getting huger refunds, because you have a lot of Federal tax withholding taken form your monthly Social Security....and little other income....then perhaps you need to have the SSA stop withholding so much. Big refunds like that might get kicked out automatically by the IRS computers each year, for a person to look at and evaluate to make sure such a large refund is correct. Thus, the IRS people may be questioning why you have so much withholding, with little other income to justify all the unnecessary withholding being done. But you do need to make sure you have entered ALL your yearly income in each year's tax filing.
