Spouse & child stayed in US for less than 180 days in 2018. They had health coverage for 5 months they stayed in US. If I select 5 months it shows penalty.How to avoid it

You might be able to waive the partial penalty.  

• On the screen "Do you have a tax situation that waives the tax penalty?", select "Not a legal US resident".  See the attached screenshot.
• Next screen, "Which months are you not a legal resident?" check the boxes.
