In 2016 my refund from 2015 was applied to my back federal tax debts. I also paid 1k in efforts to reduce my back tax debt. Where do I report this on 2016 filing

Sorry that does not go on your 2016 return.  Each year is separate.  You don't report federal tax due paid for prior years.  You can deduct any state payments you made for any year.  But just the tax not any interest or penalties.
