If your e-file was rejected because someone else used your Social Security number, then you can still file your tax return, but you will have to print, sign and mail it instead of e-filing. The fee you paid to TurboTax was not a fee to e-file, it was a fee to prepare a tax return using the software. The fee is the same whether you e-file or file it in an envelope. So they are not going to refund you.
Print, sign and mail your tax return. The IRS will process your mailed return and sort out what happened with the other return that was filed by someone else. Do not expect quick results, though, since the IRS takes a long time to process mailed returns.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.

To contact TurboTax (TT) support:
https://turbotax.intuit.com/support/contact/index.jsp
In the search line enter some keywords or question without quotes. On the next page, skip the suggested topic links and scroll down until you see CALL US. It should show the wait times. Week days 5 AM - 5 PM Pacific time. Free support is not available to Free Edition users. You will have to upgrade to talk to a representative.
If you are looking for a refund of the TT fee, use the term “billing issues” in the question box, not "Refund" or it will just give you the IRS phone number to check your refund status.
