Shouldn't permanent residents be penalized for not having health insurance since the day they became permanent residents?
My dependent who became a permanent resident in 08/10/2016 is being penalized for not having insurance throughout out the whole year rather than just the last 3 months

Shouldn't permanent residents be penalized for not having health insurance since the day they became permanent residents?
In the Health Insurance section, you will indicate your dependent did not have health insurance for at least part of the year. Then it will ask you if you qualify for a situation to waive the penalty. Check the box that says something like 'Not a US Resident'. Then check the months for when your dependent was not in the US.

No, she was in Mexico and was born in Mexico, she arrived the date her Green Card was issued and received (she was living across the border)
