Yes. You cannot pay your state tax due from a federal refund. The only expense you can pay from your federal refund is your fee for using TurboTax. You must pay the state tax due yourself.
You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.
The pay with my refund option is for your TurboTax fees only. You have to pay your state taxes separately.
You will have to pay your state tax owed directly to your state taxing authority, either by using direct debit from your bank account during your filing, or by paying on your state's website, or mailing a check to your state tax authority..
If TurboTax is asking you for your payment information for your state taxes, you should choose direct debit (by providing your bank account details) to select pay the state directly, or pay on your state's website.
