Should I transfer info from 2016 if my husband passed away in 2017, or start a new return?

REPLACING INCORRECT ANSWER

If your husband passed away in 2017, you can still file as married filing jointly for 2017. So you can transfer information from 2016 to start your 2017 tax return.

The first answer that I posted was wrong, and I have replaced it. Since your husband passed away in 2017, you can still file as married filing jointly for 2017. So you can transfer information from 2016 to start your 2017 joint tax return.
