No, you as a dependent, do not file form 1098-T Tuition. Your parents do.
If someone has claimed you as a dependent on their tax return, only the person who claimed you can claim a credit for your qualified education expenses.

Do the parents still file the 1098t even if the student owes taxes on the scholarships and grants? The scholarships and grants exceeded the tuition costs for the year. The student is also filing a tax return because they worked in 2019 but they are still a dependent.

The 1098-T could go on the parents or the college student depending on the circumstances.
- If you have expenses that qualify for education credits, the parents will claim the education credit.
- If the student has taxable income from the 1098-T, it goes on the student's return. My daughter had to file a tax return simply from the taxable scholarship income, no working.
Yes, you can have both scenarios play out at the same time.
