Should I be concerned that my federal efiled return was accepted 4/13 and my state (NC) is still showing as pending? Is my state return now considered "late"?

As long as your NC return was transmitted on 4/13, it is not considered late if it is accepted. (Even if the acceptance is after the due date).  A lot of States get bogged down around the deadline, so hopefully, they are able to catch up and process your return soon.
