They can't revise your W-2 unless shows amounts that are different than what was actually withheld Based on your questions, it is not the problem. The problem is they did not withhold income tax. If you submitted a Form W-4 with something other than "exempt", then you should be able to have the penalties waived. You won't however, be able to reduce the amount of tax you owe. The total tax on your 2021 income is not determined by your withholding status or the amount withheld. It's based on your income. Even if your employer was not withholding enough tax, it is your responsibility to submit a new W-4, and/or pay estimated tax. Consulting a local tax professional would not be a bad idea.
